Windows CE API interface library updated

There is an update to the CE API interface library available. This includes new memory access functions, better support for windows messages, a fix to a few C runtime library functions (mem* functions), a fix to the stdcall mechanism for 1, 2 and 3 parameters and some additions to some of the header files.

For those who haven't updated their copy since September, other recent updates include the ability to see windows messages that are normally sent directly to the window procedure bypassing the message queue, the ability to set the colours on controls and a mechanism to call any function in any DLL irrespective of whether it was written for PocketC or not. The distribution also includes windows.h and winerror.h, and a program that compiles using either evc or PocketC without changes and supports real menus.
