I'd love to write an ActiveX control to be able to access databases created with OrbForms with Visual Basic. Any chance of getting the file layout?

OrbForms does not define a special database format. You can find info about the format here:

When write to a database with OrbForms, the default layout you get when you use the typeof() operator is:
int: 4-bytes
float: 4-byte IEEE format
char: 1-byte
string: null terminated - all characters in order, followed by a 0 byte
