When writing data into a flat-file, is this still limited to 64k like the database?

No, flat files don't have the 64k limit.

I don't actually know what the OS limits are, but I suspect you are limited by two factors - the file system (probably FAT32), and the 32-bit file indexes. neither of these will get into your way for any reasonable application.
