Do the colors only work in grahic mode? I couldn't get the background, foreground and text colors with any of the functions to work. I tried writing things with alert() and puts() but it just came out regular black on white. Do you have to clear the screen some how? What are the range of values for R, G and B? I got the foreground color to change in sample drawing program. That's why i thought they might only be available in graphic mode.

Yes, these only affect drawing operations.
The ranges for each are 0-255, which is your run-of-the-mill standard 24-bit color space. Of course, most (all?) of the Palm OS devices only support 16-bit and below. The OS will use the nearest color.

Just on the subject of colours, I tried to compile a file using the library "PToolboxLib" call it compiles ok but when I copied it from my desktop PocketC to the emulator it would not run. It came back with the following error: unable to load library 'Ptoolbox' any idea's were I'm going wrong?

Sounds like the PToolboxLib runtime module is missing on the emulator.
Drag a copy of PToolboxLib.prc and drop it on the running emulator and you should be good to go
