How do I write code in my app using pocketC which tells the 802.11 Handspring Visor to send a Memopad Dat file to the 802.11 PC base station? Is it possible to have embedded Palm OS API's in my PocketC Database Application?

Currently PocketC does not have TCP/IP support. However, PocketC does have a slick native library interface which allows you write your own functions using the palm API. These native libraries need to be compiled with gcc or Codewarrior.

So you could potentially write your own TCP/IP library for PocketC.
