How can the internal onboard keyboard be accessed (to add in as a menu item, for instance)?

See the PToolboxLib Forms sections. In order to gain access to the popup keyboard you need a field object installed.

You can then use the KEYBOARD Fctl command to explicitely pop the keyboard, or you can create your own resource menu which has a menu item. See the menu.rcp file for how to create a PilRC which can in turn produce a menu resource with a keyboard item.
