I have changed my application and now have need of the pow function. It worked fine in the emulator, but on a Zire 31 it didn't. No message, it just did not return the correct value.
In looking at the documentation the math functions need mathlib.prc. I placed this on the device and it now works.
Now the question. I can distribute and install mathlib.prc on any device, however the documentation also states that some devices already have it. Do I need to check to see if it is already there before installing, just install over the existing one, if it is there, or forget the whole thing and create my own function that doesn't need the mathlib?

You can just install MathLib on the device - if a copy already exists, it will be overwritten. This is ok since the library hasn't changed in the last 6 years.
