Demonstrated:
main() {
graph_on();clearg();
title("a short title");
waitp();clearg();
title("a slightly longer title");
waitp();clearg();
title("tiny title");
waitp();graph_off();exit();
}
(tested on palm m100 and IIIc and V (emulator) and m100 (real thing))
code that does work as 'expected':
main() {
graph_on();
title("a short title");
waitp(); graph_off();graph_on();
title("a slightly longer title");
waitp(); graph_off();graph_on();
title("tiny title");
waitp(); graph_off(); exit();
}
Perhaps I'm too much of a 'newbie' at PocketC & Palm apps to say this is a bug, but I've done lots of programming in my lifetime and I'd sure consider it one

Again, I'm new at all this and maybe just missing something about title() that I should know but don't
